Heroes Plugin Add-on, XPBoosts

Hi. Can someone make a plugin addon to heroes that adds xp boosts to the game, with configurable time length and xp modifier.
Commands:
/heroboost give {player} boost
The boost will be an item (nether star) that when right clicked, buffs the whole servers xp gain by a certain modifier set in config for a certain time.
Permissions:
To use /heroboost, heroboost.give
