Help of making a block protection plugin

I need help by making a plugin that autoprotect the blocks.And this does so admins dont need to start care about WorldGuard or plot permission. It will fix also, so admins dont need to care about the area. And please add so that if someone place a block somewhere, it says who owns it. So they can give him a warning, or kick/ban him/her. This will fix so nobody can grief your blocks. So if i build a house, it will get autoprotected of the plugin. Im a total noob of making plugins, so i wonder if you guys can do it for me? I would like to promote you to admin in my server, if you do this for me
