so hi, i join a copple of server and i see plugins i dont know the name its like when you join

its say read the rules: /rules and after its say /apply the rules i would like the have this command can someone help me

you can make sense of his grammar? from what I've got he's requesting a plugin that either:
- notifies an admin or mod when a new user types /apply (as if they are accepting a TOS)
or
- promotes a new user once they type /apply (as if they are accepting a TOS) ... which is what BCGuestUnlock does.
