Group Manager and others aren't working!!!

    Hi. I am running a small 10 person server, but I have run into a enormous problem. No matter what I try, every permissions plugin I use doesn't work. I would appreciate it immensly if someone would give me simple, step by step instructions, on how to use permissions (preferably groupmanager). Also, If there are any plugins that conflict with groupmanager, please list them. I am 70% sure that permissions isn't working because of some error that I am making. I cannot make my server go public until this issue is resolved.

    Delete the groupmanager folder
