   I have been poking around in the bukkit code, trying to see the code responsible for grass spreading. Thus far I haven't found it. Could someone more familiar with the code point me in the right direction?

   I doubt they have this implemented. You could submit it as a request, but I doubt they will set it as a high priority, maybe an "ON_GRASS_GROW" hook.
   
   Also, craftBukkit is the server implementation, Bukkit is just the API.
