Global Color Scheme?

Hello! So I was wondering if there is a plugin/if someone could make a plugin that edits the current messages sent out by other plugins.

For example the simple world guard region greeting:
Could be changed in the config of this new plugin to be something like:


(This is due to the fact that worldguard and many other plugins dont allow you to edit the chat messages, color, style, ect)

Or another third party plugin with a message like:

Could be changed to:


(Excluding my name of course just an example)

Again, all of this would be done in the configuration in the "Global Color Scheme plugin". I (and others) could really make use of this plugin as most plugins don't allow you to edit the chat messages they produce. I'm a bit OCD in the sense that I like unity in the color scheme of my server.

If anyone knows of a plugin that could accomplish this, if it is even possible, or if you would be willing to make it, please let me know!
