Friends cannot connect to Bukkit server?

Hey, today my friends were trying to connect to my server, but they get the message "Failed to connect to the server, Connection timed out: connect". It was up and working a couple of days ago.. I also checked port 25565 on canyouseeme.org, and I got the message:

Error: I could not see your service on (external ip) on port (25565)
Reason: Connection timed out​

Check that your IP is not changing. If it is, you'll need to configure a static IP.

 

Im having the same problem. How do I get a static IP?

I can't seem to download the static IP tool. Do you have a direct download link?

Okay, I enabled a Static IP and had one of my friends try to connect to my server, and it didn't work. Could anyone do something like TeamViewer?
