FoundDiamond Light Restiction only affects OPS, help

Hello,

I am using the FoundDiamond plugin and wanted to use the light level restriction. For somereason it is only affecting the OPS. Other players can mine in the dark with no restriction. Any ideas why this might happen?

I have looked at the config multiple times and can't figure out any way it would restrict OPS only.
