Is it internet lag or server lag?

To test server lag, type /lag. See the tick rate. If it's >95%, then you're good. If not, get better server hardware.

To test internet lag, stop the server, then visit speedtest and test your speed.

    Plugins
    Code:
    Factions
    PermissionsEx
    AdminCMD
    MCDocs
    ChatManager
    NoCheat
    LWC
    iConomy
    Jobs
    ChestShop
    ColourFireworks
    MobDisguise
    ModifyWorld
    NoLagg
    RewardMe
    Speed Test
    Code:
    Download: 16.54 MB/s
    Upload: 0.34 MB/s

Additional Note: Highly think its the plugins... It starts off fine NoLagg gives results of 100% or above... Also the Console once froze

No. It's internet lag. a .34 upload speed is just terrible. /lag gives processing lag. If it's more than 100%, it's your internet.

But why would the console freeze?

I didn't know it was freezing. That might be another issue, but the internet is certainly bad either way.

What would be the reccomended upload speed? I think I may have got it wrong...

I am planning on getting a hosting company...

Most people have lag when hosting servers because most ISPs don't give many people good upload speed. For every 3 people online, you'll need a whole Mbit.
