Is it internet lag or server lag? To test server lag, type /lag. See the tick rate. If it's >95%, then you're good. If not, get better server hardware. To test internet lag, stop the server, then visit speedtest and test your speed.

No. It's internet lag. a .34 upload speed is just terrible. /lag gives processing lag. If it's more than 100%, it's your internet.
I didn't know it was freezing. That might be another issue, but the internet is certainly bad either way.

Most people have lag when hosting servers because most ISPs don't give many people good upload speed. For every 3 people online, you'll need a whole Mbit.
