Okay, I'm purchasing a box (not a box, a dedicated machine box :D), with these specs:
    16GB ECC ddr3.
    64GB Sumsung SSD.
    3200 GB Transfer (1GBPS uplink)
    Intel X3430
    Server location: Pheonix.
    CentOS

I need to see if it can hold 1-200 people on it most probably with an average with 80-140 players on it at oncein the mournings for US, but 50-90 during the evenings and but 20-32/40 at give or take 5 or 10 people.

Is the achievable whilst having a steady TPS of 17-20?

Is this processor not suitable to do the task, if so, would it be suitable to achieve this if I substitute the X3430 with an E3-1230

you should go for the E3-1230; However, what you've got looks alright.

How many worlds will I be able to have?

I don't know, but say if 90-150 people are on, with 30 plugins running, how many worlds will I be able to hold?

quite a few? You can probably run a 2-3 servers with that many players. Honestly, give it a go and try it out.

I might recommend bungeecord and running 2-3 servers if you're operating different gamemodes or themes for the worlds. For example, I might make one survival and one creative server as opposed to one server with survival and creative worlds...
