Essentials: Problems at Config

Hello

I have essentials Installed on My bukkit server 1.6.4: Touchpvp.Beastnode.net
And Whenever I try to Configure it, it doesnt save any changes

For example:
# The delay, in seconds, before a user actually teleports. If the user moves or gets attacked in this timeframe, the teleport never occurs.
teleport-delay: 10
I save and restart, In the game I do /tpa or /tp or /home I still dont have teleport delay Neither in:
# The delay, in seconds, required between /home, /tp, etc.
teleport-cooldown: 7
Please help me, Ive tryed to configure other simple stuff like kits and that Does work!
Ps: Bukkit version Is Bukkit Recommended 1.6.4R2.0 (Build #2918)
