That doesn't look like a complete config.

What version of Essentials do you have? Which version of Spigot/Craftbukkit are you running?

Please do the following:

Stop your server.
Back up your current Essentials config.yml file.
Remove it from Essentials' plugin folder.
Start your server.
Go to the new Essentials config.yml that has been generated.
Copy it and paste it at http://pastebin.com/ and link the URL here.
