Enhancing City RolePlay, Ideas?

Hello bukkit Community! For almost two years now I have been working and working on my CityRP Server, which is basically a Modern Day Role-Play server (like Arma Life or DarkRP or possibly GTA) Anyways after all of this work I have started to come to a dead end. Minecraft is very Mid-evil so I find it hard to have and keep up with a Moder-Day server however I keep adding more and more features to make it more and more Modern. So far my server has 42 plugins as listed below.

(42) ChairStairs, Ships, SkyDiver, Mob_Cash, NoCheatPlus, WorldEdit, LessMobLag, AntiWitherDestruction, Vault, Multiverse-Core, PermissionsEx, Frame_Protector, Jail, WorldGuard, EnjinMinecraftPlugin, AutoCraft, CasinoSlots, Exams, Minigames, BuyRegion, NoRain, Lockette, ProtocolLib, ColourYourSigns, SalvageSmelter, SuperSpleef, MobSpawn, Brewery, MobArena, Essentials, Citizens, GriefLog, EssentialsProtect, EssentialsSpawn, WelcomeBookRecoded, uCars, uCarsTrade, Sentry, BKCommonLib, ChestShop, EssentialsChat, Train_Carts

However even though I have all of these plugin I feel that I do not have enough features for the players to have fun with. so I ask you, if you had a Modern day Role-Play server what plugins that are not in the list above would you make sure to include and why?
