Plugin Request Enchant Signs

Name: Enchant Signs

What I Want: I would like a plugin where i can make signs that people can buy enchants, but they can only buy one enchant per purchase. What i mean by that, if someone has a pickaxe with unbreaking 10, if they right click a sign for unbreaking the enchant will go up to unbreaking 11.
Please have it so people can buy enchants as high as a level 5k (or higher if you could)

Sign Example: Please add colors to the signs
Enchantment Shop
[Enchantment]
[Price]

Commands:
No Commands Needed

Permissions:
esigns.create - Permission to create the signs
esigns.break - Permission to break the signs
By default anyone can buy the enchantments

When would I like this done by:
ASAP

Other Information:
Please make the plugin for java 7, and for 1.8, if its not for java 7, it WONT work on my server (experienced) Thank you
