Suggested name: Effective Walls

What I want:
You place a block (configurable), and you surround it by a wall made of something like obsidian or cobblestone. The block allows you ton control who can excavate by letting you add owners to the block. The wall must be at least 3 blocks thick. It will protect all ground items below the wall forcing enemies to have to fight through the wall.

Ideas for commands:
/ew add [Player] -add owner to block

Ideas for permissions:
ew.blockaccess -allows player to use the block
