I haven't seen a way to send a message to a player when they do something, so I thought this would be a pretty good idea that has many uses.

For example, if you have a plugin that lets you execute commands from signs or NPCs, you can have it execute the command /home and then /stp "your text here" so you can send them a message along with executing the command.

It would also be cool if there was the option to add a prefix to it and color to the messages.

Thanks in advance if any of you are willing to do this small request.

Sorry, I clearly really messed up my original post so I'll try to explain it again.
Basically all it is is a plugin that allows you to send a message to a player from console.
So let's say there's a player named "Bob" and you want to send him a message saying "Hello Bob!" in red.

You would type /stp Bob &4Hello Bob!

The output would appear in Bob's chat as just:

    Hello Bob!

And if possible allow a customizable prefix at the beginning of the message.
I requested this because I have a few plugins that I would like to send a message along with an action. For example, I have a plugin that when you click on an NPC it will do something. I have one that will execute the /spawn command. I then want to use this plugin to send a message along with it.

I hope this helped clarify my request! :)

Like @Scimiguy said, tellraw does what you want
If you want a plugin that does that because vanilla commands can be a bit annoying to work if
i will start working on this

Thank you very much for the help! It does seem to work as you said, but it's one extra step to get colors in the messages. At this point, it's up to you if you want to make a plugin to simplify this task, it would definitely help a lot of people I'd imagine, but I am grateful for informing me of this command.

    I also learned the /title command, so that's a bonus too! :)

If you'd read through the posts before yours, you would know that we already talked about /tellraw.
We also already said that he still wants a plugin.
