Jdardick, there are a few other things, in addition to the config file, that would also be nice know about your setup. From the networking end of things, have you forwarded the Dynmap port (8123) in your router? Made sure any locally installed firewall also has that port open? And on the server itself, is Dynmap starting okay? Any errors in the console? Versions of CraftBukkit/Dynmap (or you can just use http://pastebin.com to show us a full startup log, which contains all that info).

I've not used Dynmap's internal web server, so I couldn't say for sure, but I believe that's akin to the server-ip field of the server.properties file: Blank (or, in Dynmap's case, 0.0.0.0) is best, unless you know that your server/network setup requires it to be changed. Again though, not 100% on that.
I use a server from Multicraft and for the webpage to work i needed to change that to my server ip. If this doesn't solve the issue then we simple need to ping to the server and see if his port is open.
