does the minecraft whitelist work with bukkit?

    It seems like when I put people on the whitelist and the whitelist is set to true, people are still able to join.

    It does. And if you do not want them to join, you DO NOT put them on a whitelist, that's what the WHITE in the list means, that only those selected as white are able to join.
