   I personally prefer royal-commands over essentials, but since PEX is down and most other permission plugins aren't my kind, is it possible to use groupmanager without essentials?

   PEX isn't down...it works just fine. Not trying to dissuade you from trying GroupManager though, because it's a good permissions plugin too. Just thought you should know that PEX does work, even on the latest CraftBukkit builds.
