Disable tools repairing - What plugin/setting?

First the basic info:
OS: Win 7 Ultimate X64
Java: 1.6.0_26 (x64)

Problem:
The players on my server can repair their tools by equipping them and then rightclicking, everything but the sword apparently.

I dont have the slighest clue to what plugin or setting which causes this, cant find anything in any config file.
I would really appreciate some help disabling this.

Found it in worldguard

setting it to true disables it, sorry if i wasted anyones time.
