Deopped players can place blocks but can't break them

    I have made a Multiverse world for builders only to build whatever they'd like. but when i tested the rank, i was building then noticed that i could place blocks but not break them. I want to know how to fix this because i don't want to op them and thats the only way i know to let them break blocks.
    Sorry if i put this in the wrong place, move me to the correct spot if you can.

    Open your server.properties and set spawn-protection to 0.

    Make sure the builders have essentials.build or the correct building permissions based on your plugin configuration.
