Filled Customisable Mob Drops

Suggested name: Custom Mob Drops

What I want: I'd like a plugin that means you can make mobs drop certain items in certain circumstances by editing the config a little bit e.g An animal is killed with fire aspect 2 there is a 5% chance of rotten flesh dropping instead of food or if you kill a creeper with looting 3 there is a 5% chance of it dropping a creeper egg instead of gunpowder

I haven't seen any ideas like this on here and was wondering if this was possible and if someone could make it for me as I am a noob at Java

I can do this, however I will need a more descriptive information of the requirements of weapons and what not.
