Custom MobCatcher Plugin

Suggested name: XPMobCatcher

What I want: I would like a plugin exactly like MobCatcher, but instead of requiring resources like gold,diamonds,iron, etc to work it would be XP levels only. For example if I had 30 levels of XP I would be able to catch a mob with an egg, and after I caught the mob it would take my 30 levels away. If possible I would like it so that a mooshroom cow cost 30 XP levels to capture while all the other mobs cost 20 XP levels. I would also appreciate it could be made to where the witherboss, endermen, and enderdragons can't be caught. Thank you!

Ideas for permissions: No permissions needed, it should be allowed to everyone and anyone on the server
