Plugin Request Custom Denied Messages

Suggested name: Denied Messages

What I want: I would like a plugin that shows the following message when a player is denied access to a command: &9Permissions> &7This requires Permission Rank [&9(all caps rank)&7]
For Example: &9Permissions> &7This requires Permission Rank [&9HELPER&7]
If no group has the permission node (with the exception of *) the group name will default to OPERATOR.
So even if group ADMIN has the * perm a user using /smite would be told OP is required.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: No permissions needed for this plugin.

When I'd like it by: Anytime is ok.

EDIT: This plugin should have the top priority over other plugins so their messages don't overwrite this.

I'm pretty sure this plugin is mostly impossible. It would be possible to edit a plugin's plugin.yml to change the default denied messages, but many plugins have permissions and deny messages in the actual code, so it would be impossible to make this without modifying each plugin on your server.

EDIT: @timtower Nevermind, for some reason it does't work even with protocollib.
