Question Connection Refused

    I am new to hosting a server. However when I try to log in it comes up with the following error:

    io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: no further information;

    I am Running on Windows 10 x64
    My Java version is 64 Bit - Build 25.171/b11, mixed mode
    My Craftbukkit build is craftbukkit-1.12.2.jar:git-Bukkit-809c399

    I am currently not using any commands or plugins on the server.

    So far I have tried the following things:
    1. I have done a port forward
    2. It works with LocalHost and my local IP, Just not my public one
    3. The only time I get the error is when I use the public IP. Which I have checked is correct
