Confused over permissions

Okay, so I ran a bukkit server with permissions back when minecraft was on 1.5 but closed it down as people lost interest. I am now setting up a new server but I have no idea how permissions works now and it is incredible confusing.

The way I remember was downloading the plugin and setting up the .yml file, but now I'm confused, is permissions built in? Is there a new .yml format? Can somebody please explain as I am getting rather confused

 

Permissions is build-in,but you still need a plugin to use them! I suggest bPermissions, which is made to be user-friendly!
