Config not Appearing in Remote Server FTP

So I recently filled a plugin request for someone, however the config files do not generate properly on his remote server OR are not showing up in the FTP. They generated fine in my tests, and I am running the same version of java and bukkit as he is. The only difference is my test server is local, and the server he is using is remote. I have never used or interacted with a remote server before, so I was wondering if anyone here could figure out what was wrong. Did you use saveConfig()? I can't really tell without the actual code controlling the config.

 

Have you or the owner of this from server refreshed after placing the file in and reloading? Usually there is an option in right click card refresh
