Okay So I got a 64bit computer Runing windows 7, 64bit, 16GB ram and I did the static ip. I made outbound and in bound for the firewall and I can connect to my sever on my computer but my mate can't connect to it.
I have open the ports on my router.
When I opened portchecker it said Can't ping your router...
Your port is not reach able
    For the UDP
Can anyone help me? Please! :(
I have looked up loads of videos on youtube and no help! :(
Is is because my ip is changing?

Did you do both TCP and UDP, or just TCP/UDP?

    Also, do you have TeamViewer?

Do you have any 3rd party firewalls? AVG, BitDefender?

    Server.log please
Make sure it's not saying failed to bind to port.

Check you're not confusing internal/external IPs.

Make sure the server is running when you do the port checker

    serverlog.png

Just tryed it again with the server running and it says the same

"Error: I could not see your service on **0.*6.**.1** on port (25565)
    Reason: Connection timed out"

Try disabling ESET, sometimes third party programs can cause errors like that. If it works without ESET, then add the ports to it, or disable the firewall from it.

Due to a security issue with Minecraft's authentication system, users are advised against joining servers belonging to strangers as their account could become temporarily hijacked.

You could disable your firewall all together, that would be dangerous though.

It works now, so there is no reason to...

    My computer ip changed

    That would have been caused by either;
A modem/computer restart and/or the "lease" ran out...

    Set a static IP instead...
