Plugin Help Commands not working

Whenever i run the command "newbtimerremove" it just repeats the command back to me in chat. This is the first plugin i'm trying to code on my own and i'm getting caught on this. Also whenever I reload the server it resets the arraylist and removes me until i rejoin. I want people to stay on the list until they remove it. Any help would be much appreciated! thank you in advanced!
