Well I am not the best with command blocks, but you could do "nick @p [nick name]" And use a pressure plate to set it off. Like I said I am not the best with command blocks I'm sure theres a way to target the specific player who triggered the pressure plate.
@Solaris_88 Commandblocks can find players in a certain spot, not useful if the players doesn't join at spawn though
Well It depends on what type of commands he wants issued. If he just wants them to be nicknamed the command blocks should work, as it would only need to be stepped on once for them to have a name. He could always check out this plugin here http://dev.bukkit.org/bukkit-plugins/joincommands/
