Command Cooldown

What I want: I need a plugin where I can set command cooldowns for certain commands and certain ranks.
For example, I can set a cooldown for "/repair hand" and if the person has the permission 'commandcooldown.repair_hand.60' the cooldown will be for 1 minute. If they have 'commandcooldown.repair_hand.120' the cooldown will be for 2 minutes and so on.

The reason I need this plugin is because the other command cooldown plugins simply do not work or don't support spaces in the commands.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: commandcooldown.<command>.<time>
