My server is constantly using 100mb+ per player. In one case, it was using 500mb/player. I have taken heap dumps and analyzed them to find that the vast majority of memory is being used by chunks. So, to try and figure it out, I used a dynmap plugin to shade loaded chunks red. As you can see in the image above, a TON of chunks with no players in them are loaded. I've checked all of the plugin's I have installed for options and features such as chunk persistence and delayed unloading, but none of them do that. This issue has persisted for months. I believe it appeared around the time of 1.4 for me, so it's not the CB version I'm using. I've also tried updating plugins, but that does nothing. At this point, I'm stumped. I don't know what could be causing this, and an exhaustive search still yielded nothing. So, now I come to the bukkit community.
