Plugin Request Chunk slowdown plugin?

    So I've seen one particular plugin at at least 2 servers. It acts like chunk control feature. If there's no player or chunk loader in a chunk then it slows down to about 1-2 ticks per second even if player stands right at the chunk border. Anyone may know the name of it or can make something similar?
    I'm using 1.7.10 kcauldron with 1448 forge
