ChestShop no users can create shops

I gave Builders permission to create chestshop, yet whenever they try to create one(5,000 blocks away from spawn), they receive a message saying "they cannot creat a shop here".
Minecraft: 1.2.4
Bukkit: 2117
ChestShop: 3.39
using iConomy 6.07
Using groupmanager

please help, I would really like to enable chestshop

I realized that worldguard wouldn't let me build any shops, do you know how to fix this problem?
