   I have ChestShop set up in a world that players are not given perms to modify. However, i want them to be able to use chests without being able to modify any blocks. Is this possible?

   Try using GriefPrevention. Making an admin claim on the land you specify will let other users interact with buttons, switches, chests and so on, but not destroy blocks.

   Use a plugin that allows individual blocks to be selected for place prevention. Allow players to build on the world with the default build permission node, but in that other plugin, block everything from being built. That way, they should still be able to use chests/signshops.
