Plugin Request ChatColor

Suggested name: ChatColor

What I want:

Basically, I would like a plugin that changes a players chat when they run a command, this would make their message in chat change. This can be used in EssentialsChat, when a player automatically sends a chat message which is in a specified color. However, I would love it if it can be changed.
I am specifically using this plugin on a Prison Server, hence not being able to change the player's group which would change their chat color.

Ideas for commands:
/chatcolor 1 - Changes the players chat color to &1
/chatcolor 2 - Changes the players chat color to &2
/chatcolor 3 - Changes the players chat color to &3
/chatcolor a - Changes the players chat color to &a
/chatcolor b - Changes the players chat color to &b
/chatcolor c - Changes the players chat color to &c
ETC...

Ideas for permissions:
ChatColor.Use /chatcolor
