   Basicly on my server I was wondering could someone please make a plugin that uses something like world guard that lets you block a certain area unless in a permission plugin you have permission
   
   I meant a permission you could make the name of like to enter the Owner Only Area the permission you would make would be Owner.Area.PermittedEntry or something like that

   Have you tried the World Guard entry flag?
   From what I remember, it works something like this:
   
   /region define RegionName
   /region flag RegionName entry deny
   /region addmember RegionName g:GroupName
   /region flag RegionName entry -g nonmembers
