Problem/Bug Cant Start Bukkit/spigot Server

Hello,
I am trying to make a server for me and some friends so i downloaded the latest spigot jar file and made a run.bat file (screen shot below). I tried to run the .bat file and it opened up the cmd window saying (see below)
Any ideas how to five this?

@Grovers1 First off, Build Tools is not what you use to run your server, it's what you use to get your jar file.

Read this for more info:

Once you have your server's .jar file, go in to the run.bat and change "craftbukkit.jar" to match your server's .jar filename (Ex. spigot.jar).

After running the server, it will generate a file called eula.txt. Open that up and change eula=false to eula=true.

i did what you told me but i got a fail, should i just redo it or what? (picture below)

Thanks again, i got the spigot 1.8.3 .jar file.
I made the start.bat file but when i run it, it wont start (another picture below)
Do you know why this is happening?
