Problem/Bug Cannot use spawn egg/breed

Hi I'm currently having an issue on my server where both spawn eggs and breeding will not create mobs. The server only restricts the spawning of certain hostile mobs and allows all animals to naturally spawn (And they do). How even with both Owner and Operator status it will not allow me to do so. One of my players have a fairly large farm and I have tried raising the mob limit, that did not seem to help.

Note: I have seen the other thread deal with a similar issue, solutions in that thread did not work in my case.
