Cannot enable PvP

Hi, Ive got bukkit running build 1597, and i cant enable PvP.
My server properties looks like this:

online-mode=false

difficulty=1

motd=A Minecraft Server

But bukkit just dont care about server properties..
Can you help me?

 

Have you restarted your server after changing in the properties?

 

Yes, sure.. more than 100 times of changing and restarting..

 

okey, well I guess you have some sort plugin that keeps pvp=false then.

 

That is possible.. But in Pail window, there is "Enable PvP" Unchecked... and when i check it at restart the server, Button is still unchcecked

 

Hm... I'm afraid I don't have any experience with Pail whatsoever, but it might get solved faster if you post in http://dev.bukkit.org/server-mods/pail/
