Plugin Help Cannot Attack Mobs/Players Vice Versa

Greetings,
I have recently opened up a server with a friend and I have noticed that we are unable to attack mobs or players. When in survival, the mobs see we are there and they try to hit us but to no avail. It's not to do with worldguard as I checked the config and nothing, I did it in a non-claimed area/region and nothing.
