Can anybody tell me what this means?

I don't get the reason for why my bukkit plugin wasn't approved.

Can anyone tell me what this means-

Your project should use the BukkitDev files system for hosting, users should not be encouraged to download plugins from off-site.

What does it mean????

It mean that you provided a download link to an external site.
Most likely without the required "not checked by BukkitDev" notice and without uploading anything to your Project itself.

Yes, you have to upload the file to bukkit dev in order to get it approved. It takes a while for it to be approved though.

It's more important, that you don't link to another download site than dev.bukkit.org
