How bout' a plugin where with world edit you can select a region and make it so that when you step on a block it makes you do a command. I need it to support stepping on a block and making the console do a command too example command /blc add /spawn
ReActions, allows you to execute command (and perform another actions) when player enter region, leave region or walking inside region, pressing button, pulling the lever, open chest and more... Here is video, that demonstrates delayed teleportation of player when he enters the region.
