block place remove

so i am trying to make a plugin atm but i cant find out how to get blocks to be remove and replace like when there is gone 5 hours these blocks will disapre http://gyazo.com/ccaa76420fa598f6c521e4a6b525300b
and when there is gone 1 hour the blocks come back

What exactly are you asking? How to set a Block's type? How to get the blocks? How to delay the action?

xguysprison set block type and data at whatever using a scheduler. Since you are being vague there's not much else I can say.
