Well, I am using Permissions V2.0 together with Antibuild http://forums.bukkit.org/threads/admn-info-permissions-v2-0-revolutionizing-the-group-system.1403/ But the problem is, guests can still steal stuff from chests or kill other players. My suggestion is a plugin that will prevent guests from doing so.
