Any multi world plugin out there that is without permissions and default's to OP's ?

    Is there any multi world non-permissions plugin that OP's can use? I want to create 3rd world, on server without permissions, so OP's will be able to use normal admin commands, and users will be able to use user commands.

    For now my search came with great failure so I decided to create topic about it.
