Question Anti Command Chat Spam Plugin, What plugin is best?

Hello,

I would like to reduse the "/tpa name" and "/afk".
For example: People can only type these commands each 60 seconds and it will have a cooldown.
Because when i mute people on my server they spam with one of those 2 because they are mad.

I understand people get mad after getting muted but misbehaving is also annoying.
A friend of mine linked me this topic for a plugin. However should i take this one to prevent these 2 things from happening or do you know any other good plugin for me?

I dont want a plugin that prevents people from spamming because sometimes i write really fast and it blocks my message and i would have to retype it again. (I find this annoying) Also the plugin Essentials already has a in build anti spam chat thingy.
