    When using Bukkit, by default, OP doesn't have all permissions. You should go into some config files ( not sure which plugins use this setting ) and enable something like op-permissions = true. I have this in PermissionsEX and some other plugins.\
    Also, Permissions is seriously out of date and you should try bPermissions or PermissionsEx. Thank you.

    PermisisonsEX is easier imho. I had many of the same problems with "premissions".
