Allowing members to ride on tracks at spawn

    Okay I recently built a metro system in our new map, and for some odd reason people do not have permission to place minecarts on the tracks under spawn. On the previous map we had, (the plugins were the same), and pretty much everything else was the same, this didn't happen, everyone could place minecarts on the tracks.

    Bukkit version - 803

    Set your spwan-protection in the server.properties to 0 and try
