A # Is Needed To Type Commands?

Whenever I am typing in commands I need to type

/#give jbman223 1 64
 
instead of
 
/give jbman223 1 64

Why is this?
Also, on another note, is minecraft.net down?

This has been introduced to prevent collision between original (minecraft) commands and bukkit ones.

Thank you, but i have to do this for both minecraft and bukkit commands.

 

Bukkit does not have commands (okay maybe /version), it's plugins that do. And I am running 132 on my server and need it only for original commands.
